The project itself had to deal with a vast amount of polygons. Mostly we used buildings als low as possible, due it was very fast and most of the objects far far away, the quality was very sufficent. although we didn't really rendered all the objects at once...
...So making possible that maya with mental ray under a 32bit system (how boring) doesn't collapse because of lack of memory, we split the city in several areas and rendered them separately and later build them together in the compositing.
It actually worked very well though.
even the lighting of the city could be solved very comfortably with acceptable render times by using Surface Shaders with a high color amount as light sources for the final gather process in mental ray. scene lights instead produced a vast more render time and even produced a very cold and artificial mood.
